This is old news. State and local governments have been cranking out these sort of resolutions for the last 30 years. This isn't anywhere nearly as bad as some of them have been. It's actually a good thing that they want to support voluntary praryer, as the SCOTUS has upheld more than once that student-led prayer is not a violation of the Constitution.

It's the religious displays that they are supporting that is the problem. The school can't put them up. The school can't have them as assignments for the students if the purpose of the displays are to promote the religion involved or to initiate religious practice. Given that 99% of all religious displays are for one, the other, or both of those reasons, there's very little ground for have religious displays of any sort in a public school.

Usual screeching of the ACLU aside, this would in fact violate the 1st amendment via the 14th amendment. Were it passed and signed, it would still be null and void.
