Voting for an independant isn't voting for Bush, but people feel like its throwing away a vote on a total non-contender. Many people are burnt out on the voting process because their issues are never the issues that polliticians champion.
There are a lot of under and non-representated Americans out there.
I try to combat voting apathy on a national scale, but I find it difficult. I find myself a lot more interested in local politics where a caucus can seem to make a difference.
Also contributing to voter apathy: Gore won the popular vote, but lost the electoral college vote. Its shit like that that makes people go, "Ehn. Fuck it. No matter how much we vote our stuff doesn't matter."
