'dru, I'm much more northerly than you are at the moment, and I bike 12 months a year... Even when it drops to -40. The only issue I run into is that the grease in the crank case gels a bit while I'm at work, so the ride home is a bit more difficult.
It is definitely possible to use a lot of the more energy-efficient modes of transportation in winter in the North, you just really need the right clothing for a number of them.
With biodiesel, the fuel gelling issue would be a big one up here, though.
